In further recognition of the broader responsibility of the Federal Government in disaster preparedness assistance at the State and local government level, Secretary of Defense Melvin Laird, on May 5, 1972, abolished the Office of Civil Defense, which operated under the Secretary of the Army, and established a new, separated Defense Agency within the Department of Defense – the Defense Civil Preparedness Agency.
