Chief Manger and the members of his department were dispatched to the scene of a residential structure fire. Chief Manger responded in an engine apparatus. The structure was vacant and fully involved so firefighters focused their efforts on preventing fire spread to other structures or vegetation.

Approximately 50 minutes into the incident, Chief Manger was working on the scene when he began to complain of chest and back pain and then collapsed. An EMS unit was dispatched. Firefighters immediately came to his aid and began CPR. Firefighters and others on the scene continued CPR for over 30 minutes. He was transported to the hospital but died as the result of a heart attack.
